Mr. Blackwell has had his say - take that Paris and Britney - but all New Yorkers know that it's the Big Apple where style really rules.
So here's 10 who make the cut when it comes to getting frocked up, NYC style. Topping this year's list is Sen. Hillary Clinton. Long maligned for her fashion choices, the former First Lady (and perhaps future President) has risen from the sartorial ashes to put her own stamp on modern power dressing.
And what's a list of winners without an accompanying guide to the sinners. Keep reading to find out who looks like they get dressed each day in the dark.
NYC's best dressed
1. HILARY CLINTON: She's famous for not using a stylist and doing all of her own shopping, and, well, she's good. New York's leading lady keeps it simple and elegant.
2. ISIAH THOMAS: Not since Walt (Clyde) Frazier strutted around the city in his mack-daddy duds has anyone graced the Garden hardwood with such splendor as Thomas, the Knicks' head coach. Too bad the team doesn't play nearly as sharp as Thomas looks in his tailored suits.
3. MARTHA STEWART: America's most wanted homemaker pays as much attention to the details of her wardrobe as she does to her business empire. Martha's tailored suits and dresses are as tasteful as her perfectly garnished Christmas dinners - and that's a good thing.
4. KATIE COURIC: She may not be everyone's favorite correspondent but Couric sure can dress - especially when she's off-air. The perpetually tanned and toned, 50-year-old CBS news anchor recently exchanged her colorful "Today" show collections for more demure "evening"wear, but that hasn't stopped her from flaunting her great gams and looking absolutely stylish on her own time.
5. MOS DEF: Every year, anti-establishment actor/performance artist Mos Def impresses with his impeccable style. He looks good on a red carpet in a designer suit, or downtown in an old leather jacket and one of his signature caps. Or, the other way around - it's just a matter of attitude. With his album "Tru3 Magic" dropping this month, we can only hope to see more of him in 2007.
6. IVANKA: Little Miss Trumpshine is everywhere these days, from parties at the Met to the pages of Stuff. But whether she's buttoned up or bosomed out, she manages to look fab. She chooses dresses with cuts that flatter her curves and swanlike neck, and colors that accent her hair and eyes. Of course, we'd all look a little splashier if we had such big ... inheritances.
7. ANDREW GIULIANI: At 7, the chubby, floppy-haired son of former Mayor Giuliani was such a goofball at his dad's 1994 inauguration that Chris Farley mimicked him on "Saturday Night Live." Now 20, the brawny blond is a spiffed-up stud recently named Player of the Year by the Metropolitan Golf Association.
8. CHARLIE RANGEL: It's hard out there to be Charlie Rangel. The new chair of the House Ways and Means Committee manages to blend the fashion sense of a New York don with the political polish of a Capitol Hill mover and shaker. This guy isn't afraid to mix it up with a little color, and let's not forget the importance of a pocket square.
9. RACHAEL RAY: She's like the supercool mom who drove the high school boys crazy: There's just enough sexy '70s chic - thanks to tight jeans, leather jackets and wristbands - to balance the domestic goddess within.
10. JON STEWART: For his on-air work as host of Comedy Central's "The Daily Show," Stewart sports the oh-so-anchorly uniform of shirt, jacket and tie. Off-air, the 44-year-old comedian is seriously stylish in sweaters and tees, jeans and a sexy leather coat. News reports on his show are fake. His personal style is the real deal.
NYC's worst dressed
MARIAH CAREY
Someone stole the belly off of every single outfit in her wardrobe! Every year Miss Mariah makes us suffer through an endless parade of microskirts, sequins, pleather and even wedding dresses. The "We Belong Together" singer proved this year that she is the queen of the comeback, so here’s hoping she’ll come back to reality and pick clothes that flatter (and cover!) her generous curves.
MAYOR BLOOMBERG
Anybody can look good in a suit, and Michael Bloomberg generally buys only the best. But the real test is when a man varies from the formula. For Mayor Mike, it did not go well. When he fearlessly took the plunge by appearing in "casual" shorts with loafers and white socks at a weekend press conference last summer, Mayor McCheesy nearly drowned in sartorial snark.
HEATH LEDGER & MICHELLE WILLIAMS
Heath and Michelle want only to blend in here, which can be the only explanation for why they've begun to dress like streetside trash. Boerum Hill neighbors have already gotten used to seeing them, and baby Matilda, bundled up in layers of dark and drab clothes - if they see them at all. We know they can clean up, as Michelle's last Oscar dress was a knockout. But they obviously think there are more important things than looking good all the time. Or at all.
MARIO BATALI
Love the man and his food dearly, but after a decade of shorts, vests and plastic sandals - with socks! - Batali's party-king uniform is wearing thin, just like that pony tail. Freckled legs are cute, but somebody buy this man some cargo pants, a buzz cut and a pair of orange Pumas.
LIL' KIM
The Queen Bee is no stranger to pushing the fashion envelope, but since busting out of jail she's developed a serious case of "skinny-girl syndrome" that has her bursting out of her clothes. The petite plus-size rapper has slimmed down since her prison stint, but all the stretch fabric in the world can't save her from a fashion police citation.
LINDSAY LOHAN
There's a reason why everyone's favorite wild child is catnip to the cameras - either she's tarted-up in pseudo-stripper gear or smothered in unflattering layers like Boy George in the '80s. For the paparazzi, it means there's always a good chance for that money shot of Lohan slipping out of her top or proving the cuffs match the collar. For the rest of us, Lohan's wardrobe is a guide to what not to let your daughter wear out of the house.
Hit or miss: The good, the bad, the inconsistent
KIMORA LEE SIMMONS
Kimora can strut the runway or a red carpet with the grace of a swan. That's on her good days. She can also squeeze herself into too many too-tight gowns, bulging over the top and bottom like a stuffed sausage. And when the style mogul lets the bling get outta control, you had better cover your eyes.
JENNIFER LOPEZ
The diva Latina with the killer caboose can usually be counted on for the plunging necklines and hip-huggers that raise (or lower) the bar on celebrity style. While J.Lo may have glowed in a curve-hugger at her Sweetface fashion show, Jenny hit a few bumps on the block in 2006 - such as her glorified do-rag and lamé dress (was that an Oompa-Loompa?) at the MTV Video Music Awards. Ban the bandannas, and bring back the Versace!
UMA THURMAN
Any woman blessed with a slender 6-foot frame bears a heavy responsibility - to flaunt it. This year, Uma impressed us with simple black numbers, handsome coats and a lovely cream Versace gown at the Oscars. But then her wild side reared its paisley head. She experimented with jarring prints and was spotted around New York in mismatching patterns and colors. We know you've given up on men, Uma, but don't give up on yourself!
SEAN (DIDDY) COMBS
Since this music and media mogul dons so many hats (artist, producer, designer), you'd think he'd know how to accessorize. Alas, the man of too many monikers (Diddy? P. Diddy? Puffy?) often mars his otherwise sharp sense of bad-boy style with oversize bling and an obnoxious entourage - like the "spokesperson" he had answering all interview questions for him while walking the red carpet at MTV's Video Music Awards. We love ya Puff, but Jack Nicholson you are not.
